I really cannot claim to understand much of this but it brings me back to a post I had a long time ago about tag minimum standards so any gear made could work with others on a very basic level. TF managed to get this backdoored into LTTO and most hobby gear still uses WoW. Most commercial gear I think uses it in some form as well. So please explain to me in simple terms what it is that you are after here. Is it just being able to work in WoW mode or something more? If I was running a field I can see no reason to make my gear work with some other business that uses another type. However, if I was making the gear and had some room left over for programing I cannot see why a common agreed to mode could not be backdoored into the design if it were free and would not hamper the functions of it. I guess if the protocol was good enough it would give field owners the option of running different makes of gear at the same time to mix things up a bit. Also meaning they would not have to be at the mercy of just one maker. Am I getting this right or am I mssing a key point?
