Silky terrier intervertebral disc disease

I have a 11 year old silky who has been diagnosed with intervertebral disc disease. He is in a great deal of pain, but no paralysis. He's been on Prednisone twice a day for 7 days and I started weaning him off yesterday. Today he is much worse. Have been crating him for the last 4 days (didn't know to do that before). Can't afford surgery or expensive diagnostic procedures. Anyone with similar problems with their dog or anyone with any advise?
