i would say no. have you talked to the vet about this? i would take your dog in. as far as i understood it, dogs are mature by 1 year. it doesn`t seem to vary much by breed. your dog should have come into heat by now. either you haven`t noticed the signs ( unlikley) or there is something wrong. take her to the vet. i am surprised you posted here instead of asking your vet. health concerns should prompt people to call thier vet or take the animal in to be seen. if you don`t have a vet, i suggest you find one. every dog needs vet check ups.
