I have two Beagles and my older dog was also licking at my younger dogs ears (as floppy eared dogs, they are prone to ear infections)... we found that he was actually licking because her ears were infected and as soon as the ear infection cleared up, he would stop. Now we know if he starts to lick, she is going to have an infection and we start medication before it gets bad...it is a sort of warning system!
