Your weight distribution is the most lightly the cause of it being unstable over 40 mph, there should always be a bigger proportion of the load on the draw bar than you think. If I don't feel there's enough I stow all the boats gear up front, Outboard, fuel, water well anything heavy relay. that sorts it.
