If you go to NHL website to look at entry draft, under the scouting ranking, in the preliminary ranking, Halischuk ranked higher than Clutterbuck. After 1 season, Clutterbuck was in CHL prospect game, drafted on 3rd round, but Halischuk got nothing. So yes, Oshawa did able to develope Clutterbuck, and give them credit for their work. So yes, Stefanski can't develop young players. If you can't develop young players, no matter how knowledgable you are, you are not fit to coach in CHL.

About Clutterbuck, he is a solid player, but there is no chance in hell he would be developed to be a player he is now under Stefanski. If well developed, Matt Halischuk suppose to be a solid player with good NHL draft potential coming into this season. But he went undrafted, given little chance past season to shine.
