I sometimes use a Priority Box and put a priority envelope inside the box, prestamped and addressed. It keeps it from being bent. Otherwise use an 8X10 for the photo, with bubble wrap insides, and a little bit bigger one for the photo. I got the one I sent Priority back really quick though. I think the boxes get their attention. 
But a first class envelope works well.
