About and hour and a half before the show. Sometimes just one hour. I think, when I saw Michael before his show, Howie showed up an hour before the show. He let us in backstage 
Most actors arrive during the last 30 minutes before the show some arrive sooner.
I don't think he minds being stopped outside the theater, if he is not running late. Or if your show is shorter than Phantom, and close by, just try to get to the Majestic around 10:40pm after an evening show. That is when it begins to let out. He is usually out by 11-11:10pm depends on what is going on.
