Bruce, I assume you've checked with CBC, to ask about their archives? There may be a paper trail of records which indicate the date on which Frank appeared. Once you have that, it may be easier to track down the tape--if the tape exists. I don't think videotape actually was in common use much before 1974, so you may be out of luck. If the CBC doesn't have a tape, though, you might try the National Archives in Ottawa, as many of those old CBC programs were transferred there. Good luck.
