Is this something he's always done or new behaviour. If the latter he may have an infection which causes him to 'leak ' urine when he's laying around. If he's not neutered he may also be spraying. Whole males tend to be a bit messier about their litter habits anyway.
Although his fur yellow a bit, you're probably best to just keep him as clean as you can (and his tunnel) rather than giving him a full bath.
