One of mine gets quite peeved if he's not petted in precisely the correct way. He likes to be stroked firmly and if I get distracted and slow down it usually results in a quick nip or industrious digging on my lap. From your description I'd say he thinks your arm shouldn be elsewhere.

Could be that he thinks you need grooming. I've heard of people receiving fringe or eyebrow trims in this way... seriously!
