His Wont go back in

One of my male rabbits penis is stuck out and wont go back in. Ive tried running warm water over it and using vaseline. It keeps scabbing up and cracks and bleeds. I know I'm going to have to take him to the vet. Does anyone know what causes this and what I can do? This has happened to one of my guinea pigs and also one of my degus (not as bad as my rabbit). Please advise.
