The only sure was is to get the neutered. Whole males will spray and it really is a lot stronger than normal urine, depending on what their cage is made of it will soak up the smell. You might try washing things down with a white vinegar solution. It's cheap and usually pretty effective. There's no real formula, just use as much vinegar to water as is needed, even straight vinegar as a soak on calicified litter boxes, just rinse well afterward. It may also help to air the cages out once a week or more.
