Far and away the best of best on the circuit is the Santa Rosa fair, two weeks in like July (see California Assoc of Racing Fairs site for exact date).
It IS a real county fair. When you're wiped out on racing, it is fun to walk around, eat (relatively) reasonably cheap and well. Migawd we even look over at the flower show, an extravaganza that makes any coliseum/arena garden show look like (Mc)Chump change.
The racing is pretty consistently biased, one week front runners win and the other week closers win.
Even though Bay Meadows fair may have better quality racing, they don't let you cross over to the fair part without paying extra and the track is STILL run by morons.
