Besides what I already mentioned, the only podunk meet I could find scheduled in your date range and general geo. area was the Idaho fair at Malad, just north of Salt Lake City. Also, Durango, CO, is having their Fiesta Days in late July (24-27), and once when I was there for that they had horse racing in conjunction with their big rodeo. I don't know if they still do. You might call them to check it out.
