Sorry, registration appears to be required. I seemed to get there fine the first time. The plan there is to have one day a year of parimutual wagering at a track in Hoke County where they currently run steeplechase. One local pastor said something like--if you allow horse gambling than the next you have is slot machines and casinos--Hmmm it hasn't happened that way at a lot of tracks.
