Does the lump move with her scalp? That is, if you press on it and move your hand around, does the lump move with it, or does it stay in place while the skin moves over it? That will tell you whether it is on her skull or in the soft tissue on the surface. If it moves, it is probably a cyst or possibly a skin abnormality.
I think bone metastasis to the outside of the skull would be somewhat rare, and a brain tumor would most probably cause neurological symptoms long before it got big enough to bulge out through the skull.
I'm not a doctor, so this is pure speculation, but I would not worry to much - definitely get it checked out, but don't worry to much while waiting for the answer (easier said than done, I know).
