In Verse 1 of Revelations 18, and Angel makes a proclamation...not a prophecy...a statement after the fact. In verse 4 you find that God's people are still in the land, and are given instruction from heaven...a message.
The events of the day are described in detail and in verse 20 two groups are given instruction...to Rejoice, and a proclaimation of vengence...not coming, but fulfilled. These two groups are not told,'hey rejoice..God, he's gonna get em!" NO...they are told "God hath avenged you on her."
