Very true. There will indeed be people living in the land at the time of this punishment.
However , Revelation 17, isn't New York city. Therefore neither is chapter 18's punishment.
Only Rome is known as the city of seven hills [chapter 17].
Chapter 13 testifies to the HOLY ROMAN EMPIRE reviving. Chapter 18 is merely it's end-time punishment from God.
