I don't know about the relation of sheep as to the origins, but it would not be surprising. The diesease seems to be the result of animals being fed as meal (MBM) to other animals which are herbivores.
The article below list that the human connection has not been proven, but proven or not, there have been a few cases reported over the years...so much so to suggest, that perhaps in order to avoid an economic collapse as well as mass panic, perhaps such lack of evidence is not entirely unsimiliar to those cases of SARS which China so conveiniently overlooked reporting to the global community for a time.
Most disturbing by the article here, is the report of the incubation periods and the implications that carries to the consuming public as well.
