This link:
http://www.chabad.org/calendar/default_cdo/jewish/Calendar.htm
is to a Rabbincal Jewish page which will tell you the ACTUAL time to light a Candle in your exact region (by zip code), to a certain Passover Observance. It should read your IP and provide the info automatically, just search the page. BUT...and this important...THE ARE INCORRECT on the actual HEBREW CALENDAR DAY.
They note today to be 16 Nissan until Sunset this even, to begin 17 Nissan. This is not correct, it is actually now 15 Nissan, until Sunset this even.
But it will give you an idea of the timeframe.
I am not certain just yet as to Candles during Passover, but I am of lighting them AFTER the onset of the weekly Sabbath and DURING It's progression to the Next Sunset. Likewise I know such applies at BOOTHS. You may wish to research the matter yourselves, but DONT RELY ON A SINGLE SOURCE online, as there are many, all equally convincing, and you will have to truly study to understand the timeframes and observances and thier actual origins.
MANY JEWS THIS YEAR SINNED AGAINST YHWH, and do so EACH AND EVERY YEAR by keeping the PASSOVER FEAST on 15 NISSAN/ABIB. This is A CLEAR VIOLATION of the very Holy Canon they Exhalt.
