I wouldn't necessarily even ask. Just answer her questions about smoking, but also explain to her honestly the reasons you'd rather she didn't start smoking yet if at all.
That's probably all you can really do anyway - if she's determined to smoke and can already get hold of cigarettes, you probably can't actually stop her, so treating her with honesty and respect s about all you can do.
If she's already smoking and addicted, there isn't a great deal you can do, but she may just be curious - kids get curious about stuff all the time. If you tell her you started at 18 and you think that was about the right age, she may accept that a wait a while if she isn't already a smoker.
