you do not need to measure if the drop area is obvious. As you point out, it is often clear you are dropping within the 2 club lengths allowed for an unplayable lie, or for other rules that stipulate dropping within 1 or 2 club lengths.
Where you should measure is a case when you may be close to the 1 or 2 club length limit. If you drop outside that limit and were then to play the ball, you would incur a loss of hole penalty in match play and a 2 stroke penalty in stroke play.
