Temporary Insanity?

So, I was wondering, does "Temporary Insanity" refer to the state of the individual or of the company? Or is it both? It seems to me that if it were for the individual, that it wouldn't be just a temporary thing. Well, for the company either, but that one might be pushing it. Anyone know? This is what a boring and emotionally draining day will do to you. Hope all is well for the rest of you :)
