I had the same problem on my '70 FJ40 when I converted it to Power Brakes, and the problem on mine was that the rod that goes from the brake pedal to the brake booster was adjusted just slightly (and I do mean slightly) too long. It wouldn't let the master cylinder come all the way back to release the fluid back into the master cylinder reservoir - it just kept building up in the brake lines until the whole system was binding up. On mine, that adjustment is very touchey, less than a half of a turn on the adjustment makes a huge difference. Yours may be a different problem, but this is worth checking. Be very careful, because backing it off too much may eliminate your ability to brake any at all. Be careful, and good luck.
