Excessive drooling and speech problems

Help! My 2, almost 3, year old son is not talking well. He is also drooling excessively. He's got all of his teeth, so it's not teething. He's getting worse with age. He actually chokes on the drool all the time. It' so excessive that it pours out of his mouth. I must also mention that he walks very slowly b/c his left leg turns in pretty bad. His doctor doesn't seem concerned just yet by any of this. What could be causing it?
