First and foremost, why is he a mouth breather? Does he have large tonsils? Large adenoids? A different kind of nasal blockage? Mom needs to take him to a competent ENT to find out if there is a medical reason for the mouth breathing. That would be the very first thing I would do, before you spend a lot of time trying to correct but is obligatory in nature due to some structural issue.
