Maybe you can choral read words and sentences together using a slower rate of speech -a metronome might help, picture of turtle as a cue, run your finger along each word at a slow pace and he has to say the words at that rate. I have a third grade student who also mumbles so I have a card that says "Read slowly. Say all of the sounds." She loves using the microphone to tape our stories. We'll play them back and pick out the places where's she's harder to understand due to mumbling. The other kids in the group have also helped by telling her when they don't understand and asking her to repeat.

Yes, there is an outline in the beginning of the book that suggests certain exercises for specific sounds.
