4 yr. old that can't elevate or move tongue in a lateral motion

Any ideas to help this kiddo? I have tried pb, rubbing suckers, etc. on her top lip while she looks in a mirror and she cannot do it. She can approx. by biting her tongue and pushing it up with her jaw. I question Apraxia but I don't see any grouping. She does have difficulty with multisyllabic words. She can produce beg consonants (pbmnwh) but has difficulty with/inconsistant with (s,t,v,f,y,k,g,d) She has made progress this year, she also sees OT and PT. Any ideas?
