Are you working on jaw strengthening too? Sounds like she isn't able to produce dis-sociative jaw-tongue movements. Along with jaw tasks I use mini toostsie pops & have the child move then around their mouth using their tongue only. We do 1 task I call cheek to cheek, placing the pop in one cheek & moving to opposite side using their tongue (no hands). It takes some time but usually has good results for lateral & then elevated movement.
We pretend the pop is lipstick & use the tongue to lick it off. Initially I accept the tongue bite motion that is easier for these kids then I ask them to open their mouth really wide & attempt to lick the lips or produce any tongue movement. As her jaw gets stronger her tongue will be able to move more freely.
