As a preschool teacher, with a confused look I will tell the child in a neutral tone that I don't understand and can you tell me again? If they continue, I'll say "huh. I still don't understand, can you say it in a different way?" The second they use a "big voice" I praise like crazy "OH! That was a great big voice, now I know what you mean!"
