I would agree that it could be a tic, but could it be a throat clearing behavior, possibly related to post-nasal drip? Does he have allergies? I had a student once who did something like that constantly. Once the doctor dianosed allergies and he was on medication, it went away very quickly.
You mentioned that mom doesn't think he knows he does it, but have you actually talked to him about it and asked why he does it? Has mom had him to the pediatrician any time recently? Does he have any evidence of other tics? It seems like there's lots to consider here. Guess I'd talk to the boy first. Good luck.
