I have seen a boy who has autism do this. It is pretty bizarre....it seems like a vocal self stimulatory behavior. He would also cover his mouth as he said the phrase over again. I was wondering if it may have been an auditory processing thing? This boy had diagnosis of Aspergers. Providing redirection helped..as well as super symbols (A symbol that said we say things one time). Good Luck...
