A breathy voice warrants an ent exam. I agree, if mom isn't willing to get a medical clearance, why should you see this student for voice? He shouldn't even have voice goals on his iep yet. If paying for an exam is an issue (maybe mom does not want to admit it) be sure to have some low-cost health resources at hand for mom. Check with the school nurse. Unless it's a financial issue, there's something fishy about a parent not wanting to take their kid to the doctor.
