I'm concerned with this child's overall muscle strength because volume is "influenced" by breath pressure- he may have weak upper body strength. Can your OT check him out also? Is it related to body posture?
The fast rate can be made more "visible" by a toy race car and a turtle toy. Point to the one that the child should use or touch the one that represents how you are talking as a model, etc. Also, how about a tape recorder to have the student listen to his rate or compare "slow-fast" in himself or in others (auditory discimination). The fast rate sounds like it may be apraxia, habit, environmental models and/or impulsivity.
One other thought-How about a pacing type model where he touches one line on a number line per word as he moves his finger along the line? Good luck.
