The issue seems to be this: When 2 of the munchkins said that they would like to be paid to attend the ozfest, the organizers should have simply told them that if they paid them it wouldn't be fair to the others if they weren't also paid the same rate, and they didn't have the budget.

Judging by the defensive posture of BArb, it appears as though perhaps she is one of the organizers or a Chesterton government official
Instead, they did a spiteful, childish thing by telling them that they were uninvited and if they attempted to participate in the parade or events they would be subject to arrest. To add insult to injury, they had to get a $5 a day "peddlers permit" if they wanted to sell photos, etc. This permit, BTW, are designed to control those bothersome non-resident door-to-door magazine salespeople.
