Both used very bad judgment in my eyes and the mastiff will probably take much of the blame for it. I seen mastiffs that would bite, but never at a business opened to the public! I also have had German Shepard's who "would" bite a stranger if given a chance, but it never happened because I made sure the opportunity never presented itself for the dog, or a silly human. To have one of them at a business opened to the public would have been out of the question, regardless of any precautions taken (an accident waiting to happen!). Very poor judgment of both parties involved IMO. And yes, I believe any breed can and will bite if brought up in a way that allows for it, whether on purpose, or from not knowing better by the owner. I didn't realize we were talking about a public business place with a mastiff thought to be capable of biting if given the chance.
