yoga, and a program of warming up and stretching to gradually increase your flexibility. it's not a questin of "learning" how to do them, so much as strengthening and stretching your muscles so your body can execute the move.
however, you don't need to be able to do splits to belly dance - they're totally cool, but they're really more tricks than dancing. most belly dancers never do splits, so no one will notice you never do them. if you want to be a great belly dancer, you'd be better off concentrating on making your dancing the best it can be, rather than focussing on one particular move that you don't really need.
