Dear Shika:
Your story is certainly a familiar one. Costumes are not cheap! You may be surprised however, at all the different options one can have in order to aquire something that is a little more appropriate for performing in. Your concern was with finding a bellydance dress:
Most of there dresses, as you might have noticed, are evening gowns with some alterations made to them (Just check out Dahlal Internationale http://www.dahlal.com/new_site/index.php ). The beadwork can go from simple to elaborate, and sometimes it's not too hard to try and duplicate. There are tons of costuming resources available on the internet, with a lot of good information. A fave is The Costume Goddess http://www.costumegoddess.com/CGtellsall2.htm . That site has a whole lot of tips and tricks to try. If you are looking for a different style of costuming, night club for example; that site is really terrific. As a wise old dancer said to me, "If your gonna do this for a living, you've gotta learn all the aspects; from movements to costuming."
Best of luck in your dancing persuits. Remember, the dress is only part of what makes a performance great~
