I can't really see how the tickler pins could be interfering with the floats when they are not being pressed? As the tickler button springs should hold the pins clear of the floats, until you press them down? Only the flared out part of the pin at its very bottom end should be within the float chamber with the tickler at rest, so no more than about 1/16" protruding inside, which ought to be well above the float bowl joint face.
I don't see how a cable touching a tickler could cause it to operate and flood the carb? Either the tickler button springs are very weak or something is stopping the tickler pins from returning to the off (up) position?
