That does appear to be the problem, the rotation of the disc continually lifting and dropping the pads within the pad slots of the caliper.
I have found that the actual overall length of the metal backing plates can vary between the different pad manufacturers, so some pads are a much better (closer) fit to the caliper than others! In some cases I've found it is possible to slide a hacksaw blade between the ends of the pads and the caliper slots.
