it's been some time since I did the job myself, but I recall drifting the lower cone out from the top with a long chisel. You don't need much of a lip for purchase as the cup will be trashed anyway so just pound the sucker out, knocking it a bit either side till it goes 'pop'.
and the reason the steering felt smooth when the bike was on the stand is because the weight of the front end was being supported mainly by the top bearing :o)
Bottom bearings can easily have water sitting in them and they quietly rust away if the bike's been out in the weather so it's not uncommon mate.
