Hi Wayne, I hope your problem is fixed as I too - plus many others, I'm sure - have been stuck in the No-start-won't-tickover-Hell you're in... we feel your pain, Brother.
I've read your post through a couple of times now and it sounds to me that, in a nutshell, it's hard to start and won't tick over but once it's running it revs cleanly?
If you're 100% certain that the timing is spot on then surely the culprit must be either flooding or the cold start/idling jets are blocked or not getting any fuel.
Start from scratch with new plugs and kick the bejeezus out of it with the throttle shut. If the plugs come out wet with fuel it's the former - if dry it's the latter.
If the latter and you're SURE the jet system is unblocked, then it has to be the level of the fuel in the bowl - perhaps by curing the flooding problem you've inadvertantly created this one?
