Have sorted the problem, the float heights were out, I guess the new floats had the tabs for locating the needle valves in a slightly different place. One carb had a float height about 15 degrees lower than horizontal, the other a bit less, but when I drained the carbs before removing them, one had about half the fuel of the other in the float bowl.
I reset them both to give the correct float height, and the bike now starts after a few kicksfrom cold, and will tick over. It starts first kick every time when warmed up. Still doesn't like choke when cold tho', but I'll put that down to the fact that it's quite warm weather down here.
