Rear shocks

Hi Guys, My Bonnie is fitted with adjustable rear shocks both top and bottom. What do the top settings do? I understand they are the damping adjustment but which way is which? Which number is the softest setting? Also is there a protective brake cover for the brake pads? The brakes are A P, Thanks Bun
