Presumably you mean you have one damping adjuster (at the top), and one spring adjuster at the bottom of each shock, and not two damping adjusters on each shock? The damping adjuster (if there's only one?) should alter the damping rate (maybe only on the rebound stroke?), and No. 1 ought to be the softest setting, I would think?
