all of the advice is bang on so far Russ - usually the cause of this problem is that the bike's been sitting for a while in a cool climate and condensation has formed inside the tank.
The problem with cleaning the buggers is that there's always that last little corner behind the taps where the crap lurks and forms a stronghold!
If you want the rust problem you've got to be nipped in the bud, there's a number of tank sealer products you can get (POR make a very good one)that you shake around an empty tank then leave to dry to a hard, petrol proof coating.
