Steering head bearings

It might seem a stupid question but Im sure I drove the bottom bearing down on the shaft as far as it would go but on assembly there is a gap of about 1/4" between the surface of the bottom yoke and the bottom bearing. I just dont remember the gap before and rather than pull everything apart again to check I thought I would check with you chaps.
