That diagram is for the later T140V models, where the headlamp cannot be switched on at the lighting switch unless the ignition switch is also switched on.
Note that the early T140V models have a different type headlamp switch with a slightly different wiring layout so the headlamp and other lights can be switched on regardless of the ignition switch position.
So if you find that the headlamp switch wires are actually:
Brown/Green
Brown/Blue
White
Blue
Then connect Brown/Green to terminal 3, and Brown/Blue to terminal 4.
