WD40 or soapy water may help you to get the cover panels off.
Once the cover panels have been removed, I suggest you move the whole airbox/inner panel assembly forward slightly by inserting washers between the airbox and the frame mounting bracket until there is sufficient space between each inner panel and frame tube for the cover panel to be slid in/out easily.
<Where's the best place to get the rubber carb mounts from, and for that matter the rubbers that hold the speedo & tacho?>
Any good Triumph parts supplier should have them.
